you still can double echo meteor shower.... and by the time you finish doing that all the foes are dead and you team is bashing the next mob
final thrust? wtf?! how the hell can you use it twice in a row?
whirling defense with expertise @ 12 lasts 18 seconds and it's recharge is 60, so yeah, it is VERY overpowered
mystic regen with 5 pips? please, just please check wiki before posting things like that. Oh and [skill]Gaze of contempt[/skill] = GG terratank (I know you're QQ'ing for the terratanks)

when the toucher build appeared everyone and his dog were crying for a nerf and that never happened, still, people adapted to it, now touchers are nothing but a joke, why shouldn't be the same with terratanks?
and even if your suggestion gets accepted it wouldn't work because [skill]vampiric bite[/skill] and [skill]vampiric touch[/skill] are the most used skills in the toucher build and according to your post you can allow 3 of them in a build

Bad Idea the skills you listed are referred to certain common builds BUT you can counter with other skills so I don't see the necessity in this, also personally I use some of the skills you listed for builds that aren't for farming.

The list you came up with is totally unfitting... Maybe vampiric touch people I don't favor touchers.. but still the rest are... umm
But yeah, I kind of skimmed through peoples' posts so I may repeat some thigns.
With my analysis skills this is what I understand:
-The silver skills are a little better than most standard skills. For example Blood of the Agressor vs. Dark Pact. Blood of the Agressor definately better than Dark Pact (based on my views) and therefore should earn a silver border (this is only for example, not saying it should be limited).
-With the limit of 2 silver skills at once, you can only have two skills that are bordered with silver. Example, if you were some amazing hybrid class of Mesmer/Elementalist/Ranger (this is an example, cannot happen in game). According to the wacky list, you can only have two of the three skills which are backfire, whirling defense and meteor shower. You cannot have all three on at once.
-------------------- Another example were to be say umm... Death Blossom, Unsuspected Strike and Fox Fangs were silver bordered (example purpose only, no views held on these skills), you can only have two of the three. If you want all three skills on your bar, too bad, can't do it.
I do overall understand the concept, but I personally think it's too late for such a change in the gameplay.
